The Rocky Boy’s Reservation, established on September 7, 1916, is located in Hill County in north-central Montana, nestled within the scenic Bear Paw Mountains. Covering about 128,000 acres, it is the smallest reservation in the state but home to a vibrant community of approximately 2,700 residents, with another 5,000 members living beyond its borders. Cree remains the predominant language, though only a few fluent speakers of Chippewa remain. The Tribe was also among the first in the nation to embrace self-governance, setting a foundation for strong leadership and sovereignty.
The community unites two closely related peoples: the Cree (Nēhiyaw), who migrated south from Canada, and the Chippewa (Ojibwe), who moved westward from North Dakota. Though once distinct, these groups came together in the late 19th century and were officially recognized as the Chippewa Cree Indians of the Rocky Boy’s Reservation.

to lead and manage the daily operations of the Housing Authority. This key leadership role reports
directly to the CCHA Sub-Committee and is responsible for staff supervision, fiscal management,
regulatory compliance, and the successful implementation of the Indian Housing Plan (IHP) and other
housing programs.

About the Role
• Provide executive leadership and operational oversight, ensuring alignment with the mission,
values, and strategic priorities of the Chippewa Cree Housing Authority.
• Ensure compliance with NAHASDA, HUD and Tribal policies.
• Collaborate with Community members and Tribal leadership to identify and meet housing needs.
• Prepare and submit the Indian Housing Plan (IHP) annually, ensuring full compliance with
NAHASDA and HUD requirements.
• Plan, direct and monitor the execution of the Housing Plan, ensuring timely achievement of all
goals and objectives.
• Develop and manage the operational plan, including budgeting, staffing, timelines and resource
allocation.
• Supervise and evaluate all CCHA staff and contractors to ensure effective performance and
adherence to policies.
• Maintain active and transparent communication with the Housing Sub-Committee, providing
regular updates and policy recommendations.
• Assess housing needs of the Chippewa Cree Tribe and maintain a comprehensive database of
community housing demands.
• Oversee all financial operations, including the preparation of annual budgets, grant applications
and financial reporting.
• Ensure sound fiscal management practices, including oversight of accounts receivable, tenant and
homebuyer polices, and internal controls.
• Monitor all CCHA housing development projects to ensure compliance with timelines, budgets,
and applicable regulations.
• Conduct internal evaluations and administrative assessments to ensure organizational
accountability and progress.
• Seek out new housing development opportunities and funding sources.
• Periodically review and update utility allowances, income limits rental/payment ceilings as
required.
• Uphold and enforce all Housing Authority policies, safety protocols and Tribal directives.
Requirements
• Education: Bachelor’s degree in Business Administration, Public Administration, Management, or a related field. • Experience: o A minimum of 5 years of progressive executive or senior management experience. • Regulatory Knowledge: o Comprehensive understanding of NAHASDA, HUD programs, LIHTC regulations, federal housing laws, and other laws and regulations regarding housing. • Leadership & Strategy: Proven success in strategic planning, operational leadership, and fiscal oversight. Strong skills in motivating and training with the ability to handle disputes diplomatically and maintain a positive work culture. • Financial Acumen: o Strong background in financial reporting, budgeting, planning, and interpreting financial data. Knowledge of revenue management, cost control, and profitability analysis. • Communication Skills: o Exceptional written, verbal, and interpersonal communication skills, with the ability to work effectively with tribal leadership, employees, regulators, vendors, and community members. • Project & Quality Management: o Coordination, cost-consciousness, attention to detail. • Maintain confidentiality and exercise sound judgment in sensitive matters. • Lead with professionalism, integrity, and cultural awareness. • Must pass a background check and drug screening.
